Although his use of montage was not only to build suspense, there was also a sense of trying to build associations use metaphoric symbols. I think this helped a great deal as well because since the movie is silent, there is only so much you can infer from watching the video, but with his use of metaphors, you can get across much more information with the lack of audio... I think that the way Sergei Eisenstein directed the piece worked successfully as both a cinematic recreation, and a piece of propaganda. The revolution began long before the specific Odessa and Potemkin encounter. The documentary was also done in 1923, limiting resources and many of the techniques in my opinion which would have made for a really impactful, factual, recreation of the entire event...
