By having the great politicians scared, one can assume that the people are even more scared.
Illustrated by document G, people didn't want their central government to have too much power, so they wrote the articles in such a fashion that everything was brought down to the state level, and 13 representatives would meet with one another; each state got one vote... Showed first 250 characters

The problem with this was the amount of certainty on certain issues, which was virtually nonexistent. Since the federal government couldn't do much of anything, it was up to the states to decide, and what was good for one state wasn't necessarily good for all states, so nothing could build up and actually happen with that system...
